Hey all, the below is just a list I've added to here and there, imagining changing Elite to what would make it better for - although much of it isn't realistically possible without a re-release, I think. Has anyone else made one of these? I've been reaaaaaal bored at work lately... :p. Please comment, what do you like, what don't you, and what do you want? Thanks. ----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- Table of Contents Government / Allegiance Crime & Punishment Ship Interactions Travel NPC Wings Additional Weaponry, Utilities Player Storage More Carriers Expansion of Core Gameplay Loops Reputation Multiplayer Changes Possible Future Topics: Extra Missions Engineering Replacement Government / Allegiance Remove powerplay entirely; it exists at too large a scale for players to have any meaningful effect (if implemented properly), and doesn't make any sense canonically if they can. Re-use Powerplay elements on a per-faction basis, whereby factions can be selected through the galaxy map, and details regarding their galactic standing can be found (e.g. everything you can see about them in-game at present, as well as tentative plans of relevant states (e.g. expansion). Perhaps certain info can be hidden depending on the player's reputation with some faction. Alongside the superpowers, there should be 'Minor Powers' that exist, which are coalitions of independent systems banded together for the purpose of mutual security - the Alliance being the chief among these. The names of Minor Powers should be procedurally generated using system and sector names, as well as government type and dominant economy, e.g.: [SECTOR] [ECONOMY] ex: Pegasi Mining Coalition Wredguia Industrial Combine [SECTOR] [GOVERNMENT] ex: Pleiades Democratic Partners Dryman Autonomous Realms These Minor Powers should only consist of a handful of systems, generally, and should be difficult to form, if possible at all after universe-start. ------------------------------------------------------------------------------------------ Crime & Punishment Allow the above-defined Minor Powers to issue bounties in the same way superpowers do. Re-work the Notoriety system by splitting it into two categories: 'Threat' and 'Heat'. 'Threat' will be used exclusively during interactions between players; It represents terrorist action and comes with incredibly harsh repercussions, and can be accumulated by killing player without due cause, such as a bounty, mission, or otherwise. Players with threat should be met with ATR responses,and have their reputation with any present legitimate (non-anarchy) factions plummet, causing them to lose access to all ports nearby and be immediately hostile with police. Depending on the system's allegiance and security level, the player with Threat can be followed by several groups. In Superpower controlled space, Naval detachments consisting of full squadrons (e.g. in Fed Space: 8 Eagles, 4 Vultures, and a Corvette) with the best weaponry available should pursue players with any amount of Threat within a range of [20] LY from the location of the crime until the Threat counter reduces to 0 - in the same manner that Notoriety does now. In low-security systems, this response should be somewhat delayed, and in Anarchy systems, there should be no response whatsoever, nor any increase in Threat. 'Heat' will be used for any crime that does not constitute an increase in Threat, including any and all interactions with NPC's. Heat will add a multiplier to received bounties, disincentivizing players from committing multiple crimes in the same area. As part of this change, bounty hunter NPCs should be spawned in both number and strength in correlation to the size of a player's bounty in a particular jurisdiction. This should push players to keep themselves on the move, or keep a low profile and try not to accrue too large a bounty. Players carrying illegal cargo should be immediately killed by police forces upon scan.* * Covered under the Smuggling section. ------------------------------------------------------------------------------------------ Ship Interactions The current state of balance in Elite: Dangerous is somewhat non-existent, as it has been since the release of 2.1: The Engineers. Update 2.1 introduced gameplay that allowed for direct increase in ship strength and ability in exchange for time spent collecting materials, without any significant disadvantages. This type of belongs in a single-player game, as it does not consider balance between players at any level of skill or experience. Player interaction has been disincentivized, as a player can no longer reliably determine what type of ship will possess certain strengths or weaknesses. Ships are TOO customizable after 2.1, and the fear of being stomped stops players from interacting at all. Players (especially new ones) should be incentivized to partake in the MMO aspects of the game, and should be given the tools to survive with little skill, without overperforming; Experienced players should not face such a ridiculous strength ceiling necessitating hundreds of hours of tedious material and data collection to approximate the abilities of their peers, and engage in PvP activities. As such, I propose the following: I. Complete removal of Engineering in it's current form.* This returns the game to the pre 2.1 'meta', where he who has the most shield-cell banks won the fight. A simple change to fix this would be to limit shield-cell banks to one per vessel, as shield generators are. Now, armor and shield values (as well as weapon damage values) will be normalized, varying far less than they did before the introduction of engineering. The ability to create a network of contacts to improve your ship is very interesting, and should certainly be re-used, but the system would need to be re-created from the ground up in order to fit in a balanced game. I would leave most of Engineering's experimental effects, and attempt to balance them individually. I would then re-organize the effects on the basis of their functionality. An upgrade that serves a smuggler best should not be accessed via a contact who requires extensive mining operations to unlock, so engineers should be discovered after performing an activity they're interested in, and their upgrades should reflect that activity. *AX Combat will be covered. II. Small, Medium, and Large ships to have stronger Niches. The typical path for the typical Elite player is to make money, and spend that money on a larger ship as soon as possible, as larger ships are just more effective at making money in virtually every way. Adding to this problem was engineering, which allowed larger ships to become incredible bullet sponges, while also boasting decent maneuverability and high top speeds through thruster upgrades. I aim to reverse this trend by allowing each size class of ship to fall into the below-outlined niches by changing key attributes, such as maneuverability, speed, damage, and by extension, general strategy. i. Small Ships Small ships in Elite seem to have weaker weapons for their size than larger ships do, while still lacking a significant speed advantage to account for it. As such, I would increase the average top speed of a (stock) small ship to roughly 350 M/S Cruise (500 w/ Boost), increasing with Thruster upgrades. Ideally, the very fast small ships (like the Cobra Mk III) should be able to hit 700 M/S with A-Rated Thrusters and a moderately-light build, or even more with Enhanced-Performance Thrusters on an extremely lightly outfitted Viper or Eagle. The niche I aim for here is for smaller ships to be able to choose their battles. Smaller ships may not have the firepower to subdue larger targets, but in turn they can decide when they want to fight. ii. Medium Ships Medium ships are the most versatile ships. Medium ships should vary the most in their performance; No single rule can really apply across ships as different as the Fer-de-Lance and the Python. With the removal of engineering, these ships can once again shine in their unique roles; The Python, as an armed trader, the Fer-de-Lance as a large-ship killer, and the Imperial Clipper as one of the few medium ships that has a chance to catch small ships, being the fastest in it's class. iii. Large Ships Large ships are king, at present, and fly as though they weren't half their size. I aim to change them such that they perform much more like light frigates than maneuverable fighters. As such, all large ships should receive penalties to both speed and maneuverability across the board, even after the removal of Engineering. Turreted weapons should become the primary means of dealing with any smaller class of ship, and turrets should function better on large ships, whether that be a property of large ships, or through a large-ship-specific module that improves them. Ideally, turrets on a large ship would do as much damage as gimballed weapons do, while having more accurate tracking than they do now, making them a force to be reckoned with. a. Ship-Launched Fighters Additionally, in order to counter small ships which intend to make passes at large ships by using weapons capable of high burst damage, large ships should utilize ship-launched fighters. Instead of only launching a single one at a time, and each having completely disproportionate firepower for it's size, each large ship should be able to field the following number of SLF's: a. Class 5 Fighter Hangar: (1) SLF b. Class 6 Fighter Hangar: (2) SLF c. Class 7 Fighter Hangar: (3) SLF (new) d. Class 8 Fighter Hangar: (4) SLF Large ships should also be able to fit as many fighter hangars as they have space for, allowing for carrier-builds, that come with the downside of having to launch all of these fighters one-by-one for each engagement. To balance this, SLFs should not be able to be rebuilt in the Fighter Hangar; each Fighter Hangar should come with it's alloted number of fighters, and to replace lost fighters, the mothership would need to return to port to restock, making attrition a significant factor during long engagements, like in conflict zones. Additionally, SLF's should not have the firepower they have now; They should have firepower closer to that of a Sidewinder, which should not be insignificant following the removal of engineering. ------------------------------------------------------------------------------------------ Travel Supercruise Speed The speeds you can do in supercruise are too slow. While speeds are measured in multiples of the speed of light, acceleration is too slow, meaning even short journeys take several minutes. My solution would be for ships using shipping lanes (areas already noted by the game at present) between stars and ports to experience increasing acceleration and deceleration for as long as they remain on their path towards their target. Micro-Jumps Player should be able to initiate a micro-jump towards very large interstellar bodies within the same system should they be both massive, and far away; for arguments' sake, consider this to be any star in the system further than 10,000 light-seconds from the main star. This could be extended to far-off gas giants, although I'm not sure if the community would like that. ------------------------------------------------------------------------------------------ NPC Wings Players should have the opportunity to hire NPC's from various backgrounds and professions to assist them with different tasks. For example, the simplest iteration of this would be for a lightly-armed freighter to hire escort fighters for a journey to or through a dangerous location. Mechanics for 'Contractor' NPCs I. Hired via menu similar to (perhaps, foldered with) the crew lounge - where escort pilots with various ships and combat ranks offer their services for both a starting lump sum of credits, as well as a percentage of any activity's proceeds. II. Are only hired for a definite time period, and are not permanent (like the SLF pilots), but should be able to be recalled later (and persist in the universe) if the first job goes well. The job they're hired for should be clearly stated on the contract: i. Single-Hop Escort Contract: contractor is hired with a small time limit, and leaves once a single trade run is completed; he can be hired multipletimes in succession, retiring at the last port you dock at. ii. Standard Escort Contract: contractor is hired for, and will remain with the client for one hour. Client should receive a message from the contractor five minutes before the contract elapses, with an offer to extend the contract. iii. Criminal Escort Contract: contractor will participate in illegal actions, such as piracy. Acquired via obtaining high rep with criminal factions. ------------------------------------------------------------------------------------------ Additional Weaponry / Utilities Missiles Missiles are somewhat lacking, at present. Before engineering, they were an effective way to quickly destroy someone's hull after their shields went down, and were utterly devastating to small ships, although they didn't have much staying power. Today, their niche has shifted to inflicting damage to external modules, which is an interesting and useful mechanic. However, the only types of missiles present are dumbfire missiles (which function similarly to cannons), standard seeker missiles, and Pack-Hounds, which require an actual four-week wait to obtain. Below are some variations to the existing Seeker Missile which can be added as alternatives. Short-Range / Rapid-Fire Missile The Short-Range, Rapid Fire Missile (SRRF) would be reminiscient of the original seeker missiles shown during the game's alpha, which had no cap on fire rate and were extraordinarily maneuverable (if memory serves). However, as that was deemed too strong, I would give it the following stats: I. Retain the (6) missile magazine & reload time; II. Increase the Ammo Pool to (24) Total, as opposed to twelve; III. Decrease the AoE to virtually nothing; IV. Decrease the Damage by a factor of four; V. Decrease the locking time by half; VI. Increase turning ability (deg/s) by a factor of two; VII. Decrease flight time to (4) seconds. The goal here is to create a missile that fires a burst of up to six missiles at a target in rapid succession, which can do a lot of damage to a small ship, but suffers from short range and low damage against external modules due to a small AoE, making it a poor tool to use against a medium or large ship, unless used en masse. Short flight time allows the now-faster small ships to outrun it if they're paying attention. Long-Range / High-Damage Missile The Long-Range, High-Damage Missile (LRHD) would be the compliment to the SRRF in relation to the standard seeker missile. This missile would have a range of up to (6) kilometers, but function differently than the seeker. This missile would have almost no off-boresight capability, having to be fired directly at the target. Once launched, this missile would slowly accelerate at a rate of roughly 400 m/s/s until it reaches it's maximum speed of 2,000 m/s. This missile should have a turn rate of half that of a standard seeker to start with, and this turn rate should decrease to zero asymptotically as it reaches it's maximum speed, allowing it to be dodged by anyone at extreme range who is paying attention. Additionally, it's damage should be split between explosive and kinetic, with an increase in kinetic damage as the missile speeds up. Here are some stats: I. (1) Missile / Magazine; II. Retains standard seeker reload time; III. Has a locking time half that of the torpedo; IV. Inflicts additional Kinetic Damage equivalent to a cannon shot from a same-size hardpoint when impacting at max speed. Large Railguns Add a Class-4 Railgun, with a five-second charge-up time, a long reload and an immense heat output per shot. Used for fights between large ships. Practically requires a heat sink to be used before firing. FSD Interdictor Add the ability for this module to disable a target's Frame Shift Drive indefinitely, while massively increasing user's heat output and draining the SYS Capacitor. Cooldown period after use, ~ 30 seconds. Heat output eventually leads to damage, and the drain of the SYS capacitor means that heat sinks wouldn't be able to be used, so the heat would continue to rise. ------------------------------------------------------------------------------------------ Player Storage As of now, the only way to store anything is to build up to the five-billion-credit entry fee of a Fleet Carrier, at which point you've probably seen most of what the game has to offer. Please add purchase-able storage units of varying sizes at all ports, such that players can store commodities, modules, and anything else that can come off of your ship safely. ------------------------------------------------------------------------------------------ More Carriers The only carriers currently available are massive credit sinks, costing five billion credits in order to even access this content, which only caters to the top players. Add various smaller carriers which can function as a a players' home-away-from-home, offering limited services in relation to the existing carriers, but still opening up new gameplay opportunities for more casual players. These smaller carriers could be hidden on the system map from players not specifically invited to them, as the addition of all these smaller carriers might clog systems up too much. Additionally, I later detail changes to squadrons, including mutual ownership of large assets - specifically, megaships. Additional classes of carrier would function similarly, if added. By the way, I'm not great with names, so the below are just tentative designations. They're also tentative configurations, just to give an idea of what these can be. Fighter Carrier I A Flying Box with thrusters and a Carrier FSD. Holds a single small ship, as well as some commodities and modules for it. Fighter Carrier II The same as above, with an extra pad. Fighter Carrier III Four small pads. Intermediate Carrier I One medium landing pad. Intermediate Carrier II One medium pad, two small pads. Intermediate Carrier III Two medium pads, and four small pads. Corvette Carrier I One large pad, two small pads. Corvette Carrier II Two large pads, four small pads. Corvette Carrier III One large pad, two medium pads. Corvette Carrier IV One large pad, eight small pads. ------------------------------------------------------------------------------------------ Expansion Core Game Loops Trade While the background simulation running the markets that form the backbone of this activity is stunning, trading itself isn't. The market is dynamic, but there isn't any incentive for traders to take risks - only to follow user-generated trade loops collected by online services until sufficient credits are made. Elite (1984) added trading into the game (and money, in place of points) to add a sense of jeopardy for losing. I would bring that back by incentivizing players to primarily attempt to trade in the most dangerous systems they dare to visit, as these systems have the hardest time getting freighters in, and the goods they need to sustain themselves. These systems should offer higher-than-normal pricing for basic commodities. For example, a fringe-world extraction system could offer very high prices for food. This incentivizes a trader previously trading with low profit margins near the core worlds to arm themselves more heavily, and carry their goods to the fringe world. They'd likely have to fight pirates, and perhaps barely escape sometimes, but they could be making twice the income they otherwise would, consistently. Smuggling Smuggling is not lucrative, but also somehow possible in every ship in the game, as the police AI's behavior is not sophisticated enough to properly check incoming vessels at major ports. As such a player can easily purchase 700+ units of slaves or narcotics with a Type 9 Heavy, and stroll into an high-security port with barely so much as any attention paid to their screen. Smuggling should be made both very dangerous, and very lucrative, as Smugglers are susceptible to attack from both the authorities as well as any pirates which may happen upon them. It once was; In beta, police forces immediately killed anyone found in possession of illegal goods; see Isinona's video, titled: 'Elite: Dangerous' Beta v1.03 - Smuggler (Flight Assist Off) Changes should include: I. Police forces should immediately kill any smuggler found in possession of illicit goods. II. Police forces should patrol station entrances en masse, forming a screen which is very difficult to penetrate unnoticed without a small, fast, cold ship. III. Prices for illegal goods should roughly scale with system security and any relevant states (e.g. Lockdown), but should be very high regardless, given the inherent risk. Piracy The background simulation dictates a great deal of how a pirate plans his attacks; A good pirate considers system security, system state, government, economy, population, allegiance, and galactic region; All of these play a part and are wonderfully supported by the, again, stunning marvel of tech that is the BGS. However, when it comes down to actually doing the dirty work, this game loop very quickly falls apart. The problem with piracy is that it doesn't scale. If you're a trader, you progress by spending the money you've earned on either a bigger ship which can carry more cargo, or better armor, shielding, and armaments to defend yourself as you venture to more dangerous locations. Bounty Hunters upgrade their ships to do more damage and take more hits. Miners can buy better equipment, and hold onto more ore before heading home. If you're a pirate, you can get better weapons, get more cargo space, you can buy any equipment you like - but if you aren't in a small ship, you can't ever reliably subdue a target and take all their cargo. Piracy works great at smaller scales. A Sidewinder can use the basic Hatch Breaker limpet to steal a few units of high-value cargo from a trader passing through a nav beacon, and that might fill his hold and net him a good sum. Once you move up, though, there's no upgrade to this device (or alternative method) to drain cargo quickly from a target, and even if there was, a moving target throws it's cargo across vast distances, meaning most of it gets lost, regardless. This leads to a logical conclusion; Pirates need some way to disable their target. At present, you can maybe disable a target's power plant, and hope they didn't set up their power priorities - so they shut down and come to a stop - but it's not likely. You can blast their drives, but then they tumble off into the abyss. Pirates need a way to stop a target, and extract the cargo. I think two changes are needed: I. Inertia Dampening Add a new type of limpet which attaches to the target and applies a deceleration effect. This limpet should only last for between ten and twenty seconds once attached, and apply roughly -20 m/s acceleration in all directions while it's in effect. This would allow for a pirate to destroy a target's drives, and then stop the target in it's place, allowing for the pirate to utilize his hatch breaker limpets to full effect. II. Hatch Breaker Classes 3/5/7 Hatch Breakers do not scale much past class one. Each increase in class (between classes 1, 3, 5 & 7) allows for one additional hatch breaker limpet to operate simultaneously - theoretically allowing a pirate to overcome a target's point defenses by virtue of raw volume. However, this again does not fit the requirements of any ship capable of mounting these larger controllers; That is to say, they aren't worth the space they take, in relation to... more cargo space. I would do the following to the hatch breaker: i. Class 1 Hatch Breaker Limpet Controller: (SAME AS CURRENT) - One limpet active at a time. - Penetrates Shields - 500 M/S - Grade E ejects between 1 and 6 containers, up to 5/10 at grade A. - Ejects at roughly one container / two seconds. ii. Class 3 Hatch Breaker Limpet Controller: - Takes twice as long to activate as a class one does. - One limpet active at a time. - Does NOT Penetrate Shields. - 300 M/S - Grade E ejects between 2 and 12 containers, up to 10/20 at grade A. - Ejects at roughly one container / second. iii. Class 5 Hatch Breaker Limpet Controller: - Takes four times as long to activate as a class one does. - One limpet active at a time. - Does NOT Penetrate Shields. - 150 M/S - Grade E ejects between 4 and 24 containers, up to 20/40 at grade A. - Ejects at roughly two containers / second. iv. Class 7 Hatch Breaker Limpet Controller: - Takes eight times as long to activate as a class one does. - One limpet active at a time. - Does NOT Penetrate Shields. - 50 M/S - Grade E ejects between 8 and 48 containers, up to 40/80 at grade A. - Ejects at roughly four containers / second. Mining Mining does not seem to benefit from location very much; Players have been mining in common location such as Borann for ages without significant change. It seems as though there is no prep work, and everything that you do is... expected, or 'on rails'. While the actual mining gameplay (revised during Beyond) was revamped into the very good gameplay loop it is today, I would add a few hard-to-find commodities to the game in unique locations to try and spice up the loop. I would also try to make the universe feel more alive by more rapidly updating the Reserves of planetary rings and asteroid belts, pushing prospectors to new mining locations. I. Unique Commodities As core mining added a plethora of core-specific, valuable minerals to the game (and interesting complexity as a result), I would add resources associated with belt and ring systems of certain locations - specifically, the different nebula found across the galaxy. These would ideally be worth more than any minerals that you can find in human space, owing to their scarcity, but would require the organization of an expedition to acquire these. This would tie into squadron gameplay, utilizing explorers to find these deposits and fleet carriers to mount long expeditions to collect. Nebulae across each sector of the galaxy (per the Codex) would have a unique resource to collect, which would first need to be found by explorers. Miners would then only need to arrive and start mining; Carriers would serve as mobile command centers for these operations, and store most of the ore for sale back in human space. This could tie into Thargoid lore, and perhaps could start AX conflicts at smaller scales over valuable resources - perhaps we'd find the predecessor minerals for the formation of meta-alloys? II. Scarcity Consistent mining operations acrosshuman space should mean that ideal, pristine reserves should need to be scouted first by prospectors before mining; Miners wouldn't necessarily need to stake claims (given the size of... space) but would need to go somewhat farther afield to make the best profits. Exploration Exploration has partly been covered in mining; Explorers should be those people scouting valuable resources for others to collect, being paid for their information. Additionally, Explorers could aim to find Earth-Like Worlds near Earth quickly after game-start, such that Squadrons with enough money for major assets could begin to establish colonies far outside of Human Space. Mercenary Work Mercenary work is far too simple, at present - it consists of heading to an arbitrary point in orbit of some planet in a war-stricken system, and shooting at the enemy until a bar fills up - sometimes with a special objective. A number of changes can be made to this activity: Strategy It seems that several days of fighting pass, enough bars are filled up, and someone wins. Wars should instead be a continuous struggle for major assets in a warzone. If a system contains an installation and a minor surface port, for instance, there should be a conflict zone at at least one of these locations. Each day of the war, one of these locations should be targeted for attack, and the winner of that day gets the asset. Regardless of the outcome of the war, if a faction conquers a specific asset like the above, it should keep it after the war ends. This gives weight to each day of the conflict, as well as providing a backdrop (or even useful terrain) to fights, instead of it beind merely open space. Additionally, large spaceborne and planetary ports should be host to conflict zones as they can be during Thargoid invasions; This would add a layer of complexity to the fight, as the defending faction of course has access to a functioning starport and it's defenses, whereas the attacking faction might have had enough forces to field more ships than the defenders. Allegiance It is too easy to flip sides during a conflict; This is especially obvious during a split community goal, such as the Lugh conflict back in 2015/3301; Players could very easily play both sides and make money off of both powers without any significant repercussion. Allegiance should instead be determined once. Once a player pledges to either side, they are with that side until the end of the war. Spontaneous Fights / Scenarios Another issue with wars is that the systems they're in don't change all that much. Oftentimes you may be suprised to see a conflict zone on your nav panel, and quickly move to go back to whatever it was you were doing. Instead, military patrols should be flying in supercruise, trying to cut off reinforcements, deliver packages, or otherwise contribute to the war effort. Should you interdict (or be interdicted by) these patrols, a miniature conflict zone should begin by either side sending reinforcements to your location; ideally, destruction of key targets could end the fight and register your side as having performed a war action that contributes to the war effort. Furthermore, military freighters could be present, perhaps carrying weapons, armor, military transmissions (or rebel transmissions, if it's a civil war). Destruction of these vessels could constitute success in this scenario, with confiscation of their cargo considered a bonus. Special Missions Missions could be offered by either faction not to just kill more of their enemies, but instead to perform special objectives. If the war is against a superpower-aligned faction, for example, you may be tasked with ambushing a damaged Federal Battlecruiser (a la the Damocles) and destroying it's escort, or destroying an Imperial Captain's transport and taking the escape pod. If this is developed further, it can be integrated with NPC Wings (above), allowing for groups of ships to perform war actions together, leading to an intensely immersive, enjoyable experience. ------------------------------------------------------------------------------------------ Reputation Reputation means very little, as it stands. Players can freely sign up for both sides during opposing community goals, can rank up in both the Federal and Imperial navies, and can take both sides in wars with little worry. Reputation needs to be fundamentally changed in order to facilitate the 'Blaze Your Own Trail' dream that the game first envisioned, whereby a player could live a unique life in the universe with his own path, decisions and repercussions. In order to facilitate this, reputation needs to be a serious consideration which carries ample weight. First, Reputation needs to be harder to improve, and much easier to ruin given improper action. If you needlessly murder a member of some faction, for example, that faction should immediately turn hostile, place a large bounty on your head, and attempt to kill you wherever you are, with little hope of recourse. Should you improve your standing with another faction, that faction should welcome you by way of offering unique benefits associated with it's government type, location, and/or economy. High Rep | Anarchy Faction + Pirates from this faction will no longer attack the player. + The player may be able to hire pirate fighters to assist them. + The player may receive cheaper prices for what is typically contraband elsewhere. - The player may attract more attention from police forces within 20 Ly. III. Low Rep | Any Faction - Any combat-worthy vessel within areas controlled by this faction will attempt to engage and destroy the player - No ship can gain a bounty from attacking this player within areas controlled by this faction. + Opposing-ethic factions will be easier to befriend. Where I think this gets very interesting is across superpower lines. As detailed above, increasing reputation with one faction may lead to a decrease in reputation with another; This should certainly apply to the Empire and Federation. Rising through the ranks of the Empire's navy should make it impossible to attempt the same in the Federal navy without denouncing your Imperial titles, or vice versa. Following this trend, players may come to find themselves at home within one superpower's space, or another, perhaps privateering across their mutual border(s), or helping to fight proxy wars. ------------------------------------------------------------------------------------------ Multiplayer Changes Squadrons Squadrons currently don't serve much of a purpose. While they allow groups of like minded players to share some important information, via squadron chat, bulletins or bookmarks, they don't allow players to improve the efficiency or effectiveness of their actions, nor do they allow players to engage in any new types of gameplay exclusive to squadrons. This is a problem, as multiplayer engagement is that which creates what players term 'emergent gameplay' - the multitude of experiences a player can enjoy from multiplayer gameplay far outnumbers those a developer can provide with their limited time and resources, and it's these experiences that keep a playerbase healthy and stable. As such, it's a shame that a core part of the multiplayer game has been left out to dry. Squadrons need a purpose, which can be the pursuit of control over the galaxy, much like Powerplay, but on the much smaller minor-faction scale, through the BGS. Below, I detail how squadrons can be re-configured to allow this, as well as some of the outcomes this can have. I. Asset Ownership Implementing Squadron ownership of assets is a necessary first step in making Squadrons a true co-operative feature; Squadrons can aspire to own large space-borne assets, like Fleet Carriers, Megaships, and potentially various Warships. Squadrons could then use these assets to exert influence on the world, whether it be by mounting mining expenditions to further fund their efforts, using Megaships to trade and perhaps colonize far-off worlds, or by using Fleet Carriers and Warships to invade civilized worlds and put them under their own banner. Assets could include: i. Fleet Carriers Fleet Carriers are already able to be purchased by players, but their purchase incurs a significant toll. Fleet Carriers could instead be owned by groups of players; proper coordination would lead to bigger profits, earlier than players could typically get them. ii. Megaships Bulk Cargo Ships could trade cargo from the galaxy map, along set schedules, providing steady streams of profit for diligent spreadsheet warriors... I mean, logisiticians. They could also serve to help colonize new worlds, found by the squadron's explorers. iii. Warships Warships (up to and potentially including) Federal and Imperial Battlecruisers could be purchased and deployed to warzones, in order to provide a boost to the Squadron's operations; While likely prohibitively expensive due to the power of these ships, the deployment of a warship to a warzone could mean victory in difficult conflict zones. II. Governing Structure In order to fund the aforementioned assets, players' credits will need to be taxed or placed into a shared treasury. Players will need to trust their Squadron to allocate their funds properly, and so will need to have some say in government; In order to allow for variety of opinion, there could be several forms of governing structures available upon formation of a Squadron: i. Dictatorship One player, typically the founder, serves as the leader (name to be determined by them). They have executive control over all Squadrons functions. While they can delegate powers to their subordinates, they have the final say on all matters. ii. Oligarchy The top tier of leadership is comprised of four positions. Each position is allowed control over one facet of government. That can be control of military assets (warships), economic assets (megaships), logistic assets (fleet carriers), and the treasury. Members can elect leaders from a pool consisting of existing leadership, or members in the tier just below it. iii. Republic The top tier of leadership is held by the leader, who controls military assets. The second tier of membership is variable in size, equal to 20% of the total number of all squadron members. The leader, as well as the second tier members members can vote on all matters*. All members can 'vote' to elect a representative each month; Those 20% with the highest number of votes at the end of the month become (or remain) second tier members. The person with the highest number of votes becomes the leader. *See below. iv. Direct Democracy There is one tier of government. All members can weight in on all issues. Some would call this insanity. III. Decision & Powers The above noted membership positions with any degree of power within their respective organizations would need to be able to wield that power; They would do so by passing decisions, which would affect how the squadron runs. There should be cooldowns and limits on using decisions; for example, for each decision category, there should be some waiting period after a law or policy is passed - perhaps a day, or a week. This prevents the laws from changing rapidly and creating uncontrollable instability. This could also be tied to government type; perhaps a republic's representative can only put forth one decision to the house floor per week. Potential decisions/policies could include: i. Tax Law The most basic rule to support the squadron. In order to collect money and operate, the squadron can enact tax law, which automatically collects some percentage of it's member's proceeds from their activities, and puts it into the treasury. ii. Emergency Election / Vote of No Confidence (Oligarchy / Republic) Immediately vote to replace the leader(s). iii. Overthrow Ruler (Dictatorship) Vote for some member to replace the incumbent dictator. If successful, previous ruler is ejected from the squadron. iv. Change Governing Structure Switch to a different governing structure. v. Declare Allegiance Ally the squadron with a minor faction. a. Support Faction Provide credits to a faction to boost it's influence. b. Influence Faction IV. Re-Use PowerPlay Assets I would hope Powerplay gets removed in favor of new EvE-lite squadron-based gameplay centered around manipulation of the BGS.
