Personnel at settlements - names?

When I deploy an SRV at a settlement, sometimes (in the CONTACTS tab) I get a list of names, other times I get the personnel just listed by profession (technician, researcher, commando etc) When is it one and not the other? Is it RND? Does it depend on my rep with the faction?
